Creating a sharepoint web site

HI,
Can anyone please explain to me the difference between creating a web site using the share point designer compared to creating a web site using ASP.NET?

I also would like to know, even if I create a dynamic web site completely using the share point designer do I still have to code the libraries(that performs the actual tasks) in ASP.NET.Thanks

Hi,
I am new to the share point designer concept. So I just want to know can I dynamically create a sharepoint designer web site similar to creating it using other dynamical means such as ASP.NET?
